The name Kad Iojs-lērg is derived from the Goblin language, as Kad Iojs-lērg was founded by Anwen, who was culturaly Gnoll.
Climate
Kad Iojs-lērg has a yearly average temperature of 3°C (37°F), with its average temperature during the summer being a cold 2°C (35°F) and its average temperature during the winter being a cold 4°C (39°F). Kad Iojs-lērg receives an average of 206 cm/y (81 in/y) of precipitation, most of which comes in the form of snow during the short winter months. Kad Iojs-lērg covers an area of nearly 200 km2 (80 mi2), and an average elevation of 1884 m (6181 ft) above sea level.
Overview
Kad Iojs-lērg was founded durring the early 17th century in late summer of the year 1602, by Anwen. The establishment of Kad Iojs-lērg was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Anwen struck deals with nearby nations and communities to establish Kad Iojs-lērg as a prison colony.
Kad Iojs-lērg was built using the conventions of Gnoll durring the early 17th century. Naturaly, all settlmentss have their own look to them, and Kad Iojs-lērg is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kad Iojs-lērg is is constructed arround a semi-circular crampt cobblestone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The city has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Kad Iojs-lērg's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. The monster and outlaw focused fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Looking around Kad Iojs-lērg you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...

They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kad Iojs-lērg's natural decorations nor waterways.
Kad Iojs-lērg has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kad Iojs-lērg has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes
Kad Iojs-lērg's mayor's house was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
Kad Iojs-lērg's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves orgies to channel Transmutation energies of tier 3 via moments of science.
